Hernán Santa Cruz was a Chilean lawyer and diplomat. In 1947, he was appointed Ambassador and Permanent Representative of Chile to the United Nations. In that same year, he proposed the creation of the Economic Commission for Latin America (ECLA) to support economic and social development in the region. As a member of the Drafting Committee of the Universal Declaration of Human Rights, which was proclaimed in 1948, he was instrumental in ensuring that economic, social and cultural rights were included as inseparable from political and civil rights.
